Classification Description Summary

Under supervision, performs a variety of general and/or specialized office support, clerical, and technical work in support of assigned Police Department operations and services; collects, records, transcribes, maintains, edits, and retrieves confidential law enforcement data and information into computerized records management systems; provides assistance to the public at the Public Counter and telephonically; and provides support and assistance to sworn and non-sworn functions and activities of the Police Department.

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Police Assistant series performing law enforcement records/office support assignments. Since this class is the first level in the series, employees may have only limited or no directly related work experience. Employees are expected to learn and apply City policies and procedures as well as specific program knowledge. Initially employees at this level exercise less independent discretion and judgment in matters related to work procedures and methods. In addition, work is initially supervised while in progress and fits an established structure or pattern, with exceptions or changes in procedures are explained in detail as they arise. After a formal training process, employees are expected to perform the full range of office support, clerical, and technical work in support of Police Department operations and services.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Receive and process police reports according to established guidelines; receive, log, copy, and maintain warrants, information sheets, and case files; prepare records for scanning, microfiche, microfilm, etc. as appropriate.

Maintain a variety of records, files, and logs of criminal histories, warrants, subpoenas, citations, and related law enforcement information.

Time stamp and prepare all incoming police reports, cases, and documentation; scan, validate, and verify a wide variety of police records, reports, and materials including memos, letters, complaints, declarations, dispositions, warrants, citations, and crime and traffic reports; screen and process accident and offense reports; review and reject reports that do not meet minimum requirements; copy and disseminate reports to appropriate staff.

Conduct specialized research; assist various law enforcement staff in locating and interpreting criminal histories and other needed information; disseminate information to department staff, outside law enforcement agencies, the general public, and other employees according to established guidelines.

Assist internal and external customers in person, over the telephone, or with written communications; receive reports and complaints; respond to inquiries in a courteous manner and provide information within the area of assignment; respond to requests for records checks, permit issuance, sex-offender registration, and crime/incident reports; collect fees for requests as applicable; resolve complaints in an efficient and timely manner.

Type and process a variety of correspondence, reports, forms, and confidential documents from drafts, notes, or brief instructions; proof read materials for accuracy, completeness, and compliance with departmental regulations.

Make entries, cancellations, modifications, validations, and inquiries of stolen vehicles, articles, guns, and/or missing persons as well as NRS wanted persons into the NCIC, NCJIS; make entries of Reno Municipal warrants and NRS wanted persons in the local automated records management computer systems; update and maintain civil and criminal records; monitor and confirm outstanding warrants; receive and send teletypes.

Review criminal histories of convicted persons with the City of Reno Police Department; determine if registrants meet the criteria of a repeat offender; forward information to appropriate law enforcement personnel.

Review all field interview cards submitted by patrol personnel; determine if subjects activity matches known modus operandi; complete criminal profiles including mug shots, drivers license, and vehicle registration information; enter field interview information into the Records Management System.

Receive and sort cases according to crime classification; research prior cases, criminal histories, and other background materials as requested; distribute cases to appropriate divisions for further investigation.

Contact owners of stolen vehicles and property through phone calls or certified mail; prepare release documentation for property recovered by other agencies.

Receive all closed account and non-sufficient fund cases; prepare case reports and submit cases through detectives to the District Attorneys Office.

Provide technical support and training for law enforcement personnel regarding pagers, computers, and associated mobile communications devices; resolve and document database problems.

Attend and participate in professional group meetings; maintain awareness of new technologies, trends, and innovations in the field of law enforcement records management; incorporate new developments as appropriate.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Principles and practices of record keeping.

Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Use and application of basic law enforcement terminology.

Methods and techniques of dealing with the public.

English usage, spelling, grammar, and punctuation.

Cash handling procedures and bookkeeping methods for tracking daily cash transactions and revenue deposits.

Ability to:

Perform a variety of law enforcement office support and clerical duties and activities of a general and specialized nature for the Police Department.

Learn the functions, policies, and procedures of the Police Department.

Learn, understand, interpret, and apply general administrative and departmental policies and procedures.

Learn, understand, interpret, and apply pertinent federal, state, and local codes, laws, and regulations including those governing the release of law enforcement records.

Compile, maintain, process, and prepare a variety of records and reports.

Perform record searches quickly and accurately.

Work under steady pressure with frequent interruptions and a high degree of public contact by phone or in person.

Exercise good judgment in maintaining critical and sensitive information, records, and reports.

Read, understand, and review documents for accuracy and relevant information.

Use applicable office terminology, forms, documents, and procedures in the course of the work.

Use sound judgment in following and applying appropriate laws, regulations, policies, and procedures.

Meet critical deadlines.

Deal successfully with the public, in person and over the telephone.

Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

Operate specialized automated law enforcement information systems including public safety computer systems to access and maintain data.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Completion of a high school diploma or equivalent.

Experience:

Two years of increasingly responsible clerical support experience, preferably in a criminal justice agency.

License or Certificate:

Possession of, or ability to obtain, valid NCIC certification for inquiry within six months of hire.

Possession of, or ability to obtain, State certification for the National Incident Based Reporting System (NIBRS) within six months of hire.
