TRANSPORTATION BUDGET & ANALYTICS TECHNICIAN
SUMMARY DESCRIPTION
Under direction of the Transportation Director the Budget & Analytics Technician reviews, researches, implements, evaluates and analyzes statistical and informational data pertaining to the goals, objectives, and priorities for the Transportation Department; the Technician works directly with transportation administrators to maintain and improve transportation operations, fleet services, and service programs; initiates documents for presentation to the District Board of Trustees and outside agencies. Uses expertise to develop the electronic, technical, and logistical dimensions of transportation data and analytics for service improvements; applies them in logistics development, and fund allocation; works with transportation budget and accounting staff to implement, maintain and improve position budgeting, position control, integrated budget preparation, budget item detail, budget reporting; and serves as a liaison for the Transportation Department with other District business divisions; responsible for transportation accounting costs to ensure proper recording and ability to report necessary information for decision making; responsible for identifying expense and funding trends and problems; examines, records, and summarizes Transportations costs, including products and services. Assists Transportation Administrators in budget planning and improving cost efficiency. Records and classifies expenditures to create financial statements for the Transportation Department; analyze and develop resolution plans in combination with operational administrators to develop new reports. Assists with the implementation of written processes and procedures; compiles reports and prepares charts, graphs, and diagrams to display the data and analyses; assists in the development and maintenance of queries and reports. Assists in developmental and/or recurring assignments in support of the Transportation Department division centralized procurement activity. These assignments can involve sourcing and vetting vendors, negotiating contracts, and presenting results to Transportation Administrators. Works collaboratively with other department and division staff.
EXEMPLARY DUTIES/RESPONSIBILITES
- Communicates data analysis findings and research information making complex statistical elements "user-friendly" for data users.
- Develops custom reports from a variety of databases and assists in the development of a highly functioning management data system.
- Develops and tracks project and process timelines and prioritizes accordingly.
- Composes correspondence independently on a variety of matters including those of a confidential nature.
- Continuously monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned transportation service programs, service delivery methods, processes, and procedures.
- Utilizes new and existing data to make recommendations that may lead to improved Transportation services.
- Assists Transportation Administrators with implementation of the District's mission and goals.
- Compiles reports, prepares charts, graphs, and diagrams to display the data and analysis.
- Participating in and contributing to final decisions that have direct and moderate to significant impact on department.
- Develop strategic and tactical performance metrics.
- Makes recommendations to improve process using process modeling, data flow analysis and benchmarked best practices.
- Perform fact based, data driven analysis, and modeling on significant amounts of data for the purpose of turning it into actionable information.
- Produce effective written and oral presentations of information designed to communicate clearly to audience or end user.
- Think strategically and analyze information to provide meaningful insights into process and service.
- Think creatively and contribute to developing strategy and structuring of the department.
- Consolidates, computes, and distributes statistical information in report form.
- Maintains records for fuel, mileage, and maintenance reporting.
- Assists in the preparation of the department's annual budget.
- Work independently and in groups.
- Manage all formal bid purchases, less formal solicitations, and requests for quotations.
- Assist in sourcing and reviewing vendors.

- Assist in the procurement of supplies and services for all Transportation divisions.
- Assist in reviewing specifications to determine proper requirements to include in solicitations.
- Assists in supporting Buyers throughout formal, sealed bid or proposal process for compliance.
- Assist in creating bid and quote tabulations.
- Assist in reviewing formal and informal solicitations.
- Assist in drafting of reports for Board meetings to award contracts.
- Perform other related and assigned duties, as necessary.
Minimum Qualifications /EMPLOYMENT STANDARDSEducation/Experience: Any combination of education and experience that could likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
- Associates Degree or above in management, business, finance, accounting, or related field from an accredited college or university, with extensive course work in statistical analysis, finance or budget management, or business management and two (2) years of directly applicable experience in a public or private agency environment.
OR
- Four (4) years of experience in a business, finance, operational, or transportation related environment performing duties of a nature similar to the specialty for which application is made and which provided working knowledge of the pertinent laws, rules and regulations governing the specialty for which application is made. Experience in an accounting, business, project management, or administrative environment is desirable.
Licenses/Certificates: Possession of a valid Nevada Commercial Class A or B License with Air Brake, Passenger and School Bus Endorsements or the ability to obtain; current medical certificate or ability to obtain; valid First Aid and CPR Certificates or ability to obtain. Must be physically able to operate a school bus and motor vehicle with a driving record acceptable to the District; possession of or ability to obtain State of Nevada Notary Public.

Temporary employees working less than 6 months do not receive benefits.
