Join Planate Management Group (PMG), a Service-Disabled Veteran-Owned Small Business (SDVOSB), as a Senior Program Manager dedicated to advancing facility and infrastructure projects. With a strong presence across the globe and technical support centers in Southeast Asia and East Africa, we are committed to supporting the US Department of Defense (DoD) and other federal agencies in their missions.

As a Senior Program Manager, you will play a pivotal role in the planning and development of infrastructure projects, specifically at Creech Air Force Base (CAFB). We are looking for an experienced individual who is detail-oriented and has a robust background in military construction programming.

Key Responsibilities:

• Develop comprehensive facility programming packages that meet mission-critical infrastructure requirements while assessing cost-effective solutions and facilitating approval processes for various construction initiatives.
• Conduct feasibility studies and economic analyses on renovation, modification, or new construction projects, preparing necessary programming documentation such as DD Forms, cost estimates (IGCE), and justification materials for higher command or Congress submission.
• Collaborate effectively with multidisciplinary teams, including engineers, architects, planners, tenant representatives, contractors (e.g., USACE), and other federal agencies. Stay actively engaged in installation facility board briefings with leadership updates.
• Lead site and facility surveys to ensure technical soundness, environmental and regulatory compliance, and alignment with land use plans and architectural standards.
• Utilize CADD, PACES, RSMeans, and other approved software to produce precise estimates and design documents while keeping up with emerging tools and technologies.
• Ensure that all programming and development activities comply with DoD, federal, state, and local environmental, health, and safety regulations.

Qualifications for Success:

• Bachelor of Science in Engineering, Architecture, or Construction Management (ABET-accredited).
• A minimum of 4 years of experience in DoD programming, project development, or cost estimating within the last 10 years.
• Preferred experience with Air Force project documentation and systems.
• In-depth understanding of federal project funding, programming standards, and lifecycle cost estimating.
• Familiarity with WMGT 423 and WENG 400 courses, or a willingness to complete them upon hire.
• Strong analytical, communication, and project planning skills.
• Ability to complete mandatory Air Force courses.
• Must be a U.S. citizen and able to obtain a base clearance.
