Position Summary: The Program Manager is responsible for overseeing the daily operations, strategic implementation, and compliance of the HVRP grant. This role ensures that program objectives are met in alignment with federal guidelines, while coordinating staff supervision, community partnerships, and performance reporting. The Program Manager will develop and monitor program goals, budgets, and outcome metrics while ensuring quality services are delivered to veterans experiencing or at risk of homelessness.

Essential Job Functions:

  • Direct supervision of site-specific program coordinators.
  • Responsible for all aspects of treatment for all clients.
  • Responsible for training, supervision, and scheduling of all staff, trainees, and volunteers.
  • Provide case management and quality assurance reviews on a monthly basis.
  • Provide staff observation and supervision on a regular basis.
  • Meet with staff and treatment team on a once weekly basis.
  • Report to Vice-President or Area Director on a weekly basis.
  • Assist the Vice-President or Area Director with program design, development, and implementation.
  • Review each employee's job performance on a yearly basis (or more often if necessary).
  • Hire or terminate employees with advice and consent from the Vice-President or Area Director.
  • Write and submit required reports and/or provide appropriate data for administrative and marketing needs.
  • Responsible for facility compliance with health, fire and other regulatory standards.
  • Acts as WestCare representative/liaison with other agencies regarding all client/service issues.
  • Attend regular professional education classes/workshops to continuously upgrade job skills or promote the image of the agency.
  • Be on 24-hour call for emergencies.
  • Respond to all emergency situations that would necessitate Program Director's intervention.
  • Insure that all required policies and procedures of WestCare are carried out.
  • Embrace and embody the mission, vision, guiding principles, clinical vision and goals of WestCare Foundation.
  • Other relevant duties as assigned.

Essential Qualifications:

  • Certifications/Licenses: Ability to pass First level and NABS background clearance. During your tenure with WestCare there may be new requirements, including, but not limited to vaccinations that are issued by local, State, Federal, and/or Funders that WestCare may have to comply with. Should this occur Human Resources or appropriate personnel will inform you.
  • Education: Bachelor's degree in Social Work, Public Administration, Human Services, or related field (Master's preferred).
